There are many hypothesis regarding the origins of the town, but there is a legend according to which Todi was founded by the Veii Umbrians, a population who lived in the TiberValley. While the works to build the town along the banks were already begun, an eagle arrived while they were having dinner and took away the tablecloth taking it up to the top of the hill.

The inhabitants of the Valley though that this event was an early warning and this is the reason why they decided to built the town on the top of the hill.
